Qatar’s National Committee for International
Humanitarian Law (NCIHL) has signed a Memorandum of Understanding (MoU) with
the International Institute of Humanitarian Law (IIHL) in Sanremo, Italy, aimed
at strengthening cooperation in the field of international humanitarian law.
The MoU was signed by His Excellency Saeed bin Abdullah al-Suwaidi, Undersecretary of the Ministry of Justice and Chairman of the NCIHL, and Lieutenant General (Ret.) Giorgio Battisti, President of the IIHL. The ceremony was attended by His Excellency Abdullah bin Jassim al-Zeyara, Consul General of Qatar in Milan.

Under the agreement, the two institutions will enhance collaboration in training and expertise-sharing, implement joint research and training programmes, and facilitate the exchange of lecturers and trainers.
The MoU also aims to harness research studies and projects produced by both
entities to advance knowledge and best practices in international humanitarian
law. The partnership is expected to open new avenues for capacity-building,
professional development, and institutional cooperation at both national and
regional levels.
Additionally, the collaboration will support the training of civilians and military personnel and help develop a qualified cadre of lecturers and trainers across Qatar—a strategic step toward strengthening awareness and respect for international humanitarian law nationwide.

The agreement further reaffirms Qatar’s commitment to supporting global initiatives that protect civilians during armed conflicts and promote adherence to international humanitarian standards.
