Qatar to host conference on Combating Illicit Trafficking of
Cultural Property
Qatar National Library (QNL) will host the 4th Doha
Conference on Combating the Illicit Trafficking of Cultural Property
under the theme “Crisis Preparedness and
Cultural Heritage Protection: Prevention to Recovery”, beginning Sunday.
The four-day conference, running until September
24, is organized in partnership with UNESCO’s Regional Office for the Gulf
States and Yemen, as well as the Embassies of the United States, France, and
Italy in Doha.
As part of QNL’s Himaya program, this year’s edition will spotlight the
mounting risks facing cultural heritage across the region. It aims to
strengthen institutional readiness while fostering regional and international
cooperation across all stages of crisis management.

Key themes to be addressed include:
- Global challenges, legal frameworks, and international conventions.
- Governance of cultural heritage during crises and illicit trafficking.
- Pre-crisis strategies such as risk assessment, emergency planning, and preventive documentation.
- Crisis response through cultural first aid, damage documentation, and international coordination.
- Post-crisis recovery, focusing on restitution of looted property and the role of museums, archives, and libraries.
- Case studies and best practices from the Arab world and beyond.
The conference is expected to serve as a
leading platform for dialogue, knowledge-sharing, and collective action to
safeguard cultural heritage in times of crisis.
