Ibtechar unveils proposal for Public Innovation Lab to advance Vision 2030 goals
Qatari innovation firm Ibtechar has unveiled a proposal for a multi-layered Public Innovation Lab (PIL) ecosystem designed to transform the country’s public sector by boosting efficiency, enhancing service delivery, and deepening citizen engagement—key pillars of Qatar National Vision 2030.
The proposal is outlined in
Ibtechar’s new white paper, “Imagining a Public Innovation Lab for Qatar,”
authored by CEO and co-founder Engineer Nayef al-Ibrahim. He said the PIL model
is envisioned as a strategic mechanism for government reform, informed by
international best practices and Ibtechar’s experience across Qatar and the
wider GCC.
“At Ibtechar, our mission is to
build capacity within government. Empowering agencies, departments, and teams
with the right training, tools, and methodologies is essential for driving
meaningful change,” al-Ibrahim noted.

According to the white paper, a
Public Innovation Lab is a specialist government unit that applies design
thinking, data analysis, and experimentation to tackle complex challenges.
Outputs typically include service prototypes, policy recommendations, digital
platforms, training programmes, and cross-sector partnerships.
Two-Tiered
Ecosystem
Ibtechar’s framework recommends
establishing:
- A Central PIL (CPIL) within a central government agency
to lead national-level initiatives aligned with the Third National
Development Strategy (NDS3) 2024–2030.
- A network of hybrid ministry-level PILs embedded across
different sectors to address ministry-specific priorities.
This combined approach, the paper
explains, balances the strengths of centralisation and decentralisation,
creating a “dynamic, interconnected innovation ecosystem” that enables
knowledge-sharing, accelerates reform, and embeds a culture of innovation across
ministries.
Long-Term
Vision
The document stresses that the
success of the PIL model depends on shifting from short-term, project-based
efforts to a holistic, long-term strategy.
“We believe that by adapting these
recommendations to Qatar’s context, public sector leaders can create a thriving
innovation ecosystem that strengthens services and delivers real value to
citizens,” the paper states.

Ibtechar also expressed readiness to
collaborate with government bodies, using its Innovation Framework to co-design
and implement the proposed ecosystem. The company has invited ministries and
public entities to engage in dialogue and explore the PIL model as a pathway
toward achieving Qatar’s development and sustainability goals.
